(But be sure that you know your friends style before you go decorative.) If your neighbor has young kids who need help being entertained, consider purchasing games or toys that the children can play with while the parents work on getting things unpacked. DVDs, simple craft paper and markers may also be a welcome addition to your housewarming gift basket.
